CPC's Early Childhood Education programs provide high-quality, comprehensive school readiness services to families with children from birth to 5 years old. Our early childhood education services strive to meet preschoolers' needs for intellectual, physical, social and emotional growth. This work prepares York County's young children to enter kindergarten prepared to learn.


A Home-Based Family Coach conducts weekly home visits to enrolled families focusing on implementing Community Progress Council's Coaching Model with the family and providing educational and developmental support to enrolled children. The Home-Based Family Coach will use will use the "Parents As Teachers" curriculum to work with expecting mothers and parents to develop individual goals for children, provide on-going assessments on progress and facilitate transition into the next caregiver experience outside of the home.


  • Be committed to the vision and mission of and Community Progress Council and Head Start of York County.
  • Provide individualized, culturally sensitive support to child and family using a relationship-based and client-centered approach and coordinate services internally and externally.
  • Have a full understanding of CPC programming requirements and maintain a full understanding of eligibility.
  • Provide coaching to parents and children in the home by using approved curriculum to support families in understanding developmental principles and practices.
  • Prepare and maintain required lesson plans, observations of children, developmental screenings, health screenings, attendance, and other documents.
  • Complete holistic assessments to help address family strengths, needs and/or concerns.
  • Work with family to identify goals, and provide a coaching experience that is focused and motivating to clients.
  • Develop and maintain effective working relationships with diverse individuals including children, families, co-workers, staff in related agencies, and the general public.
  • Demonstrate knowledge of expecting mothers, Human Development, Early Childhood theory, child development, developmentally appropriate practices, and behavior management.
  • Assist in scheduling, planning, and implementing two socialization groups per month.
  • Provide transportation to clients in CPC vehicles as applicable.
  • Complete timely and accurate data entry, maintain accurate records, collaborate with internal programs. and ensure client confidentiality.
  • Collaborate as part of comprehensive service team to families including health, education, and inclusion.
  • Facilitate parent engagement activities for caseload as needed, including but not limited to planning, sending letters/reminders, organizing speakers, executing meetings/groups, among others.
  • Recruit eligible expecting mothers, children, and their families.
  • Vary work schedule to accommodate parents' schedules and attend program functions.


Bachelor's degree (B. A.) in Early Childhood, Child, and Family Studies or Human Development; Home Visitor Child Development Associate credential (CDA); RN; LPN; Certified Home Health Aide, plus one-year related work experience with expecting mothers, infants, and toddlers preferred. Or an equivalent combination of education and experience.


Qualified candidate must be able to maintain confidentiality health and safety tasks. Have reliable transportation for regular and timely attendance as an essential job requirement with the ability to be reached by telephone in a timely manner.

Department of Human Services FBI Fingerprints, National Sex Offender Registry and PA Child Abuse Certification, proof of COVID vaccinations or exemption letter from respective medical provider or religious organization required prior to hire; PA State Criminal History due within30-days of hire. A physical assessment including a tuberculosis skin test and Child Abuse "Mandated Reporter" training due within 90-days of hire.
