The Chief Financial Officer serves as a member of Community Progress Council's leadership team, reporting to the President and CEO. The CFO leads the organization's financial, facility and information technology strategy and operations. This seasoned strategist will collaborate with the CEO, board of directors, and business community to continually assess and effectively address agency space needs throughout the County of York, including the development of the agency's primary facility in the City of York. This person will collaborate with other team members to analyze existing systems/processes and recommend improvements that will ensure the long-term sustainability and/or expansion of programs and operations.



  • Advise on all operational and strategic issues and opportunities as they arise; provide strategic recommendations to the President & CEO based on financial analysis and projections, cost identification and allocation, and revenue/expense analysis
  • Research and pursue revenue sources that will advance CPC's strategic priorities
  • Oversee long-term budgetary planning and cost management in alignment with Community Progress Council's strategic plan
  • Provide information and guidance to the Board Budget & Finance Committee around issues, trends, and changes in the operating model and operational delivery

Financial and Operational Management

  • Oversee budgeting, financial forecasting, and cash flow for administration, existing programs, and proposed programs and sites
  • Ensure that fiscal staff maintains financial record systems in accordance with Generally Accepted Accounting Principles and monitor the use of all funds
  • Review and approve preparation and finalization of monthly and annual financial reporting materials and metrics for Community Progress Council's Board of Directors
  • Oversee audit activities
  • Evaluate and advance options for containing health care expenses
  • Partner with Human Resource Director to evaluate all benefit plan negotiations, providing the most competitive packages for employees
  • Evaluate and negotiate all property and liability insurance coverages and manage programs to cover appropriate risks for the agency

Facilities Management and Operations

  • Oversee all aspects of facilities operations for the agency including long-term planning, lease and contract negotiations, security, property inspections, maintenance, cleaning and repair of all leased and owned CPC properties
  • Ensure all facilities are being operated within the parameters of various program requirements, and relevant state and municipal codes
  • Ensure the enforcement of policies and procedures relevant to fire safety and security in collaboration with the Human Resource Director
  • Ensure risk management issues are addressed in a timely manner

Information Technology

  • Oversee operations of the agency's information technology and telecommunications functions including help desk functions, security of information, the purchase/lease and inventory of equipment, creation, implementation and enforcement of agency-wide IT policies and procedures
  • Oversee the agency's IT vendor relationship(s) to advance agency IT security, operations and planning to meet the agency's strategic goals
  • Ensure effective collaboration between CIS and technology infrastructure


The CFO will have at least seven years of professional experience, including managing finances (accounting, budgeting, control, and reporting) for an organization with a budget more than $5 million. Bachelor's degree (MA/MBA preferred) in Accounting or Finance. CPA optional. Government/grant accounting experience preferred, including an understanding of indirect cost agreements. Experience with Blackbaud and/or ADP is an asset.


Department of Human Services FBI Clearance, National Sex Offender Registry, and PA Child Abuse Certification required prior to hire; PA State Criminal History due within 30 days of hire date; a physical assessment including a tuberculosis skin test and "Mandated Reporter" training due within 90-days of hire. Some position may require a valid DL with acceptable driving history.
